The Restrainer of 2 Thessalonians 2:7

Who is the Restrainer that the Apostle Paul is talking about in 2 Thessalonians 2:7? I can tell you He is not the Holy Spirit that your pre-tribulation rapture people would have you believe. The scriptures give us a "job description" for the Holy Spirit, and He was never assigned to be the Restrainer that the Apostle Paul is speaking of.
